Because Putin doesn't play ball with the billionaires, he keeps the billionaires under his thumb, and if they step out of line he throws them in prison or has them assassinated.

He won't join the US Dollar bloc in which billionaires get to do whatever the fuck they want.

Putin has a different source of power.

Small corection: Putin doesn't make himself a puppet of the Western billionaires.
And this is what these can't stand. - Somebody who has something that they want (the Russian oil and gas resources), but doesn't surrender to their rules.
(On top of it, with his predecessor - Mr. Yeltsin - they got all that and got pampered.)
