Why is allowing a boy to wear a dress "sexualizing children", but forcing a girl to wear a dress is just fine?

The question actually is quite nifty...
I'll try to formulate an answer to that.
...I guess it's because people, especially parents at times, like to force children into being their mini-me's (both sexes), maybe other relatives or people from the children's surroundings like to see that too.
And part of that is... optically making them look like they are that. - Or even better than they could ever be.

So to say "I'm a male/female, so I like my son/daugher to be male/female too; just as much as I am and feel well as, or even better because I didn't make it to be such a smooth male/female".

Or, to back down and formulate it a bit more softly: I also throw in the guess that they want this for the sake of identification with the child. The child shall identify with the adult and the adult does so with the child of the adult's own sex.

If there happen deviances in that, people freak out because their dream bubble bursts.
